2. Relevant country background
The Municipality of Sokobanja in cooperation with the Municipality of Knjaževac is implementing the Project "Support for the future" with the financial support of the German international cooperation implemented by the GIZ, whose goal is to promote social inclusion through the employment of vulnerable and marginalized groups.

Municipalities of Sokobanja and Knjaževac combined have a population of just over 47,512 inhabitants according to 2011 census data. Average age is over 40 years and it is higher for women - slightly above 41 than for men - slightly under 39 years of age. Ethnic Serbs constitute the largest population group.  Roma are the largest ethnic minority with 752 registered inhabitants with Roma language as their mother tongue in both municipalities. Not all Roma men and women self-declare as Roma because they may fear stigma or discrimination. Because of personal data protection procedures, local registries fail to capture precise ethnic data which in turn limits the extent of affirmative action reach.   
Sokobanja consists of an urban core surrounded by 24 villages, and the urban part of Knjaževac municipality is surrounded by as many as 85 villages. Over a half of the villages have a small, two-digit population and one of them, Repušnica, is deserted in the winter and it has no registered inhabitants since the 2002 census.  Depopulation of rural areas and negative birth rate constitute key demographic challenges for Eastern Serbia.
The local economy is heavily reliant on tourism and services in Sokobanja and wine production and fruit processing in Knjaževac. Subsistence farming is a coping strategy for rural households in both municipalities.  Whereas average monthly salary ranges from 32,274  RSD in Knjaževac  to 39,513 RSD  in Sokobanja, both municipalities face high incidence of rural poverty.  With a significantly lower access to education, health care, market opportunities, resources and services, rural households in these municipalities belong to a group of Eastern Serbian households that are the most vulnerable in Serbia.

3.  Overall objective
Overall objective is to increase competencies and skills of local decision-makers and other relevant actors for the social inclusion policy in municipality administration of Sokobanja and Municipal administration of Knjaževac, based on the experience and good practice of EU - Slovenia or Austria.

Within this project, training of public administration officials will be carried out with the aim of strengthening the capacities of local self-governments in order to improve the existing services and establish new services on the model of good / positive practice.
The participants will be employees from the Center for Social Work, Local Governments, National Employment Services and other relevant institutions.
Such an approach aims to improve the development of the knowledge of our employees, and hence the development of the competence of the present actors on social inclusion, measures of active employment policy and thus contribute to the successful adaptation of the institutional framework, policy and practical action in the field of social inclusion.
Training for local public sector employees should focus on customized approaches, services used by the users themselves and the specific needs of the target groups addressed in the project. The aim is to help in the development of locally appropriate and effective measures that match the real needs of targeted population categories.
4. Results to be achieved by the Consultant
- Presentation of an example of good practice in measures of active employment policy, social policy and social inclusion at local level  (model Slovenia or Austria, etc.)
- Providing recommendations for the implementation of those public policies that in some of their work influence the increase of social inclusion at the local level
- Preparation of reports on realized activities that should include recommendations for further work ( language: Serbian and English)

5. Organization and methodology
Sokobanja municipality will engage foreign experts in order to exchange experience and improve knowledge, as well as to better understand and facilitate access to the social inclusion system, measures of active employment policy and social policy at all. The methodology should be a combination of presentation, exchange opinions and field work.

The planned duration of engagement is maximum 5 days: 1 day for preparation, 3 days fieldwork ( Sokobanja and Knjaževac) and 1 day for reporting

During field work, two workshops / consulting meeting are planned: one in the municipality of Knjaževac, and one in the municipality of Sokobanja. The working presentation should present possible mechanisms and policies of good practice in the field of measures of active employment policy, social inclusion and social policy in case of Slovenia or Austria at local level. A visit to the relevant institutions in the field of social protection is also planned.

The expert is obliged to deliver the Report on realized activities, as well as suggestions and proposals related to improvement measures of active employment policy, social inclusion, and social policy at all on territories of Sokobanja and Knjaževac municipalities.

6. Specific activities
The consultant must collaborate closely with project municipalities of Sokobanja and Knjaževac and all relevant stakeholders and take into account all the preferences and restrictions. The consultant should base its work on examples of good practice from all project partners, including transfer of knowledge and experience from Slovenian or Austrian project partners.
7. Requirements
In order to be selected, the candidates must fulfil the following requirements:

a) Qualifications and skills: University degree in Social Sciences, Law or Economy, minimum 5 years of experience in the field of social policy and social inclusion and project preparation in Slovenia, Austria . Knowledge of Serbian or English language.
Before signing the contract with the Contracting Authority, the selected candidates may be requested to present supporting documents (i.e., copy of university degree and certificates of working experience).

Candidates shall be excluded from participation if:

a) they are bankrupt or being wound up, are  having their affairs administered by the  courts, have entered into an arrangement with creditors, have suspended business  activities, are the subject  of proceedings concerning those matters, or are in any analogous situation arising  from a similar procedure provided for in national legislation or regulations;
b) they have been convicted of an offence concerning their professional conduct by a judgement which has the force of res judicata;
c) they have been guilty of grave professional misconduct proven by any means   which the contracting authority may justify;
d) they have not fulfilled obligations relating to the payment of social security contributions or the payment of taxes in accordance with the legal provisions of the country in which they are established or with those of the country of the contracting authority or those of the country where the contract is to be performed;
e) they have been the subject of a judgement which has the force of  res judicata for fraud, corruption, involvement in a criminal organisation or any other illegal activity detrimental to the Communities' financial interests;
8. Contracting fee
Contracts signed under this Call for applications will be standard task contracts concluded with a daily rate offered by consultant (max 300). Maximum engagement for this contract is 5 days. Cover travel cost is 300€ in total, and it have to be must be justified by travel bills.  The payment will be made upon successful completion of all the tasks. The approval of the Task completion Report from the side of the Contracting Authority will be the basis for issuing the  payment. The sole award criterion will be price and experience of the expert. The contract will be awarded to the lowest compliant price based on formula: 80% price, 20% CV-experience of the expert .
9. Place of work
The place of work will be Sokobanja and Knjaževac, Serbia.
Time framework for contract realization: May 15 - June 15. The exact date will be determined later in consultation with a foreign expert.
